PURPOSE AND BACKGROUND
Several buildings on campus have docks located near building air intakes, doors or windows. When delivery vehicles are left with engines running, exhaust fumes have entered the building through these openings. The exhaust fumes are hazardous to building occupant's health. It is a violation of state law to leave unattended vehicles engines running.

SCOPE
This policy applies to all staff, faculty, students and guests of the University Community. This includes all deliverers of goods and services to the IUPUI Community.

POLICY  
Except under emergency situations, the engine of all vehicles shall be turned off when the vehicle is located at a loading dock or is in the vicinity of open windows or doors. Trucks with refrigerator units may leave the refrigerator unit engine running if necessary.

PROCEDURES
Signs shall be posted at all loading docks informing vehicle drivers that the engines are to be turned off when the vehicle is at the dock. Building coordinators and dock personnel shall be informed of the policy and shall advise the drivers of vehicles of this policy if engines are left running. If vehicles with engines running are left unattended, the IUPUI police shall be informed and will enforce the state law.

Building coordinators or dock personnel shall inform the Department of Environmental Health and Safety of drivers of attended vehicles who violate this policy. Environmental Health and Safety staff will investigate and attempt to obtain compliance through explanation of the policy to the driver. Faculty, staff and students who willfully violate this policy will be subject to appropriate disciplinary action. Companies will be contacted if their drivers refuse to comply with this policy when informed.

Companies whose drivers repeatedly violate this policy will be notified by mail that if violations continue, they will not be allowed to conduct business with IUPUI. Continued violations will result in the Department of Environmental Health and Safety recommending to the Environmental Safety Committee that the Purchasing Department not allow purchase orders with the company responsible for the violation.

At the direction of the Environmental Safety Committee, the Purchasing Department will prohibit purchases that will result in vehicles from offending companies being on campus unless such action would cause a substantial hardship for IUPUI.
