Agents
The
Public Health Security and Bioterrorism Preparedness and
Response Act of 2002 required the United States Department
of Health and Human Services (HHS) and the United States
Department of Agriculture (USDA) to establish requirements
regarding possession, use, and transfer of select biological
agents and toxins. The new requirements were published
on December 13, 2002, in the federal Register by HHS (42
CFR Part 73) and by the USDA (7 CFR Part 331 and 9 CFR
Part 121).
Select
Agent Registration
The
"Antiterrorism and Effective Death Penalty Act of
1996" established new provisions to regulate transfer
of certain biological agents and toxins (i.e., select
agents). To comply with this rule, Indiana University-Purdue
University Indianapolis has registered with the Centers
for Disease Control and Prevention (CDC). If principal
investigators wish to transfer material in or out of the
university, they must provide information in advance so
the registration can be updated. Laboratories registered
with the CDC are subject to inspection by that agency.

Select Agent Program
IUPUI
is required to comply with a number of new regulations
out of CDC, and APHIS regarding the possession, use, and
transfer of select agents. If you possess or wish to acquire
or transfer any of these agents or toxins, you must email
the Biosafety
Manager for specific details on registering your lab.

are very complicated matters and there are significant
civil and criminal penalties for non-compliance.
